A passport binds a machine to an accountable human or organization owner, the jurisdictions it may enter, and the scopes it may work under while it is there.
Human in the loop. No machine crosses a border on its own authority. The named owner is the party accountable for what this machine does while travelling — the passport is only as good as that link, and it carries no mandate by itself.
